The difference is that the Dual Lock has been stuck firmly to my dashboard for 8 years now (that said, when I have wanted to remove it from other surfaces, it can be removed so it's not permanent when you don't want it to be, IME). Dual Lock is somewhat similar to Velcro, but has the not-soft surface on both sides. Same prep I had done on the Velcro that fell off on the first sunny day (as had many other pieces in other applications over many years). The Velcro came unglued every couple of days it seemed like.
